What does CONSPIRACY.CO mean? Maybe I'm not conspiracy aware enough.... which would not surprise me!

There are 38 Levels above top secret, COSMIC being the highest security classification, such as what some of the guys at the NRO have. Cosmic Top Secret's code name is LVL38, so CONSPIRACY.CO is a nod at 'above cosmic', and a metaphor in society we trust.
